Buying or selling a used vehicle? In 2026, the Transfer of Ownership process is almost entirely digital via the Vahan Parivahan portal. You must legally update the Registration Certificate (RC) to ensure the new owner is responsible for the vehicle.

Follow these steps to transfer a vehicle from the seller (Transferor) to the buyer (Transferee). Legal deadline: 14 days for same-state sales.

Online Procedure (Vahan)

  • 1 Login to Vahan Parivahan using Vehicle No. and Chassis No.
  • 2 Select 'Transfer of Ownership' from Online Services.
  • 3 Enter Buyer's details and generate OTP on seller's mobile.
  • 4 Upload Form 29 & 30 (signed) and pay fees online.

आवश्यक जानकारी (Hindi)

विक्रेता और खरीदार दोनों का मोबाइल नंबर आरसी से लिंक होना चाहिए। हस्तांतरण के लिए 14 दिनों के भीतर आवेदन करना अनिवार्य है।

Normal Sale

Regular transfer from one individual to another. Requires Form 29 & 30.

Inheritance (Death)

Transfer to legal heir. Requires Form 31 and Death Certificate.

Public Auction

Buying from Govt/Bank auction. Requires Form 32.

NOC for Inter-State Transfer (Form 28)

If you are moving a vehicle from one state to another (e.g., DL to HR), you MUST obtain a No Objection Certificate (NOC) from the current RTO using Form 28. Without an NOC, you cannot register the vehicle in the new state.

Until the transfer is officially updated on the Vahan portal, the **Seller** remains legally liable for any accidents or traffic violations involving the vehicle. Always verify the status using the RC Status tool.
Is physical visit to RTO mandatory?

In "Faceless Service" states (like Delhi, UP, etc.), everything is online. However, in some states, physical verification of the chassis imprint or original documents at the RTO may still be required.
